No. dossierwerk structures evidence, records diligence activity and makes gaps and decisions visible. It does not certify products, guarantee product safety or replace qualified legal, laboratory or regulatory advice.

Yes. The operating model can stay consistent, but the market rulepack must be reviewed separately. Great Britain and Northern Ireland are not a single product-safety regime, and EU requirements should not be copied into a Great Britain Product File without market-specific review.
